A war on windows

Everyday I come home, the hallway windows are open.

Everyday I come home, I close them.

The outside air is cold. The cold air comes inside the hallway. It seeps under our badly constructed doorways. It chills the rooms.

Heating bill goes up.

This seems like common sense. So why do they insist on opening all the windows?
